About the Project
KazEcoProfit is supporting an NCOC-related infrastructure development project involving onshore access roads and related infrastructure in the Caspian region.
The project includes complex coordination with government authorities, permitting processes, environmental approvals, land and route agreements, and infrastructure development through regulated and special-use territories.
We are looking for a strong Regulatory Affairs Project Manager with practical experience leading infrastructure or industrial projects through the full approval and permitting lifecycle in Kazakhstan.
Key Responsibilities
- Manage the full regulatory and permitting process for infrastructure/construction projects
- Coordinate project approvals with government and supervisory authorities
- Support projects from feasibility stage (TEO/FEED) to commissioning and handover
- Coordinate obtaining:
- Technical Conditions (TC)
- land and route approvals
- environmental approvals and EIA/OVOS
- state expertise approvals
- construction permits
- commissioning documentation
- Ensure compliance with Kazakhstan construction and regulatory standards
Requirements
- 5+ years of experience in infrastructure, industrial, oil & gas, road construction, or greenfield projects
- Strong hands-on experience with the full project approval lifecycle in Kazakhstan
- Practical experience managing projects through:
- TEO / FEED
- project documentation development
- environmental expertise
- state expertise
- permitting and construction approvals
- commissioning
- Experience working directly with:
- GASK
- environmental authorities
- municipal/state bodies
- industrial safety authorities
- Understanding of Kazakhstan construction regulations and permitting procedures
- Experience coordinating contractors and engineering teams
- Strong stakeholder management and communication skills
- English proficiency preferred
