SUMMARY

Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. In 2015, the AFD Group established a presence in Uzbekistan to support the country in its economic, social and environmental transformation. In September 2020, Expertise France began its first technical assistance programme on green governance. From 2022 to 2025, the agency deployed an International Technical Expert in the field of culture and heritage to the Foundation for the Development of Art and Culture. The year 2023 saw a significant increase in EF's activity, with the launch of two new technical assistance programmes aimed at improving democratic governance and promoting sustainable development: (i) technical assistance to support green economy budget financing provided by AFD (Green Economy Technical Assistance Programme) and (ii) technical assistance for the second phase of the Energy-Climate public policy loan, for which AFD is co-financing with the Asian Development Bank.

In December 2024, the agency signed a Multi-Partner Contribution Agreement with the EU to launch the Team Europe Initiative on digital connectivity. This regional programme covers the five countries of Central Asia. The core team is based in Astana, but one person has joined the Tashkent office to coordinate activities relating to Uzbekistan and Tajikistan. Lastly, a new Team Europe Initiative supporting the development of the Trans-Caspian Transport Corridor (TCTC) is being launched in Uzbekistan. The project, financed by the European Union, aims to support the development of the corridor and strengthen regional connectivity, with activities to be coordinated from the Tashkent office.

The launch of these last projects has enabled the Agency to begin a process of pooling and decentralising support functions. The Assistant position is part of the EF Support Service Team, which is composed of a logistics assistant, an administrative and finance manager and soon to be, a procurement manager.

The Assistant will support the implementation of Expertise France projects in Uzbekistan and contribute to the functioning of the Mutualized Office in Tashkent by providing operational, administrative, logistical and procurement support across projects and support services.

MAIN RESPONSABILITIES

  1. Support the planning, coordination and day-to-day implementation of Expertise France projects in Uzbekistan;
  • Contribute to the coordination of activities implemented under the Mutualized Office framework and support interactions between projects;
  • Maintain project calendars, monitoring tools, dashboards and document databases;
  • Assist in tracking deliverables, deadlines and key milestones;
  • Support data collection, reporting activities and project reviews;
  • Provide operational support to project teams, experts and consultants.

  1. Administrative and documentation support
  • Maintain organized project documentation, including contracts, correspondence and reports;
  • Draft and format project documents, including Terms of Reference (ToR);
  • Prepare meeting minutes and ensure proper documentation and filing systems;
  • Contribute to maintaining shared tools and databases for the Tashkent office.
  1. Logistical support
  • Organize logistics for meetings, workshops, trainings, study visits and expert missions (online and on-site);
  • Coordinate travel arrangements, bookings and mission documentation;
  • Liaise with service providers (venues, catering, interpretation, translation) to ensure quality delivery;
  • Prepare mission packs and support travel authorizations;
  • Support office administration and day-to-day logistics of the Tashkent office;
  • Contribute to visa, registration and mission formalities where required.

  1. Financial and procurement support
  • Support procurement and contracting processes in line with Expertise France procedures and donor requirements;
  • Assist in collecting, verifying and archiving invoices and supporting documents;
  • Prepare payment files and contribute to financial monitoring and expenditure tracking;
  • Ensure compliance with internal procedures and donor requirements.
  • Communication and stakeholder coordination
  1. Additional support
  • Contribute to the overall functioning of the Mutualized Office and support services in Tashkent;
  • Liaise with project teams, partners and service providers as required;
  • Support institutional meetings and coordination activities;
  • Perform any other tasks as requested by management.

PROFILE

Required Qualifications and Experience

  • University degree in public administration, economics, international relations, development, or a related field;
  • Minimum of 3 years of relevant experience in project support, administration, logistics, or financial follow-up;
  • Proven experience in international technical assistance or EU-funded projects is a strong asset;
  • Experience in organizing events, missions and coordination with multiple stakeholders;
  • Experience in procurement or contract management is an advantage.
  • Fluency in English.
  • Knowledge of French is considered an asset.
